you need to remove the outer tie rod from the knuckle, off the inner rod, and pull the boot off the inner tie rod, and like h8isgr8 said, there is the tab washer to come off as well, the new inner will come with one. If the cruise one comes on but not the set one it could be the switch on the steering wheel, the brake switch, brake light problems, clutch switch, or just a general voltage problem.
